Amtrak IS a monopolist for all practical purposes - in intercity travel, that is. Whatever local municipal cervices may exist wherever, their existence just cannot negate this fact. If local suburbian lines (and, moreover, all kinds of "streetcar" services, be it in San Francisco, San Diego, Atlanta, etc. or underground lines in New York, or Los Angeles) exist now, in 2004, their existence does not challenge the Amtrak position either, nor my original story. Stay logical.
